C.R.A.A.C. Canoe River Aquifer Advisory Committee 

 

 

 
 


 
  Wayne P. Southworth Retired Director of Public Works for the Town of Easton and is a founding member of the Canoe River Aquifer Advisory Committee serving as Chairman since 1987. He has been very active with Water Supply and Environmental issues. Presently serving on the Federal Safe Drinking Water Act Assessment Advisory Committee, Past President of both The Plymouth County Water Works Association and The Massachusetts Water Works Association, Past State Director of the New England Water Works Association and Past member of the Governor’s Hazardous Waste Advisory.  

  Ed Tartufo is a realtor for the Jack Conway Company in Mansfield and is a founding member of the Canoe River Aquifer Advisory Committee serving as Vice-Chairman since 1987. He is a former member of the Mansfield Board of Selectmen and the Mansfield Board of Health. He initiated the development of the Plymouth Street Recreation Facility in Mansfield as chairman of a private support committee that was responsible for generating over $350,000 toward the construction of the complex located in Cabot Business Park. He is a member of a regional Economic Target Area to promote business incentives to located companies within ten towns along the Route 495 belt. He is a Director of the Tri-Town Chamber of Commerce and has been an active participant in community events of the area towns.  

  Bob Boette is the Chairman of the Foxborough Conservation Committee of which he has been a member for more than 20 years. He has been a member of CRAAC for more than 10 years. He is also a former member of the Foxborough Advisory Committee and several other town committees. Bob has played an active role in his church for 45 years and volunteered for the Muscular Dystrophy Association for more than 40 years. When not playing with his grandchildren or working in his yard, Bob enjoys traveling and sports, especially the New England Patriots and the Boston Red Sox.  

  Jennifer Carlino is the Conservation Agent for the Town of Norton. She assists the Conservation Commission in the administration and enforcement of the Wetland Protection Act and Regulations. She is responsible for open space planning, grant writing, and vernal pool certification. She is also the staff person for the Open Space Committee and administers the FEMA Community Rating System Program which provides information on floodplain issues to residents. She received the 2006 Individual Environmental Merit Award from the Environmental Protection Agency and regularly volunteers for the New England Wildflower Society as a Plant Conservation Volunteer.  

 

Leonard Flynn is a retired Systems Product Engineering Supervisor from the Foxboro Company and has been involved as a volunteer in civic affairs in Mansfield for over thirty-five years.  He is currently President of the Natural Resources Trust of Mansfield (NRT) a local conservation land trust, a Commissioner of the Southeast Regional Planning & Economic Development District and a member of the steering committee of Massachusetts Land Trust Coalition. His primary interest is environmental protection including land conservation, water protection and wildlife preservation.

 

  Janice Fowler  -  Retired Board Secretary to the Easton Conservation Commission after 27 years; member, and a past president, of the Easton Garden Club; lifetime member of the Natural Resources Trust of Easton; member of the Friends of Wheaton Farm, now known as the Wheaton Farm Committee (Wheaton Farm is a town-owned parcel of 1,000 acres, half of which is in the Canoe River ACEC), and a resident of Easton for over 30 years.   While employed with the Town helped prepare the nominations for the Canoe River Aquifer and Hockomock Swamp Areas of Critical Environmental Concern (ACEC) and worked with the Water Division to create the ‘Xeriscape’ display garden at 417 Bay Road .  

  John H. Fresh, Jr. is employed by the Town of Easton Water Division as Water Systems Supervisor.  John is very involved with Plymouth County Water Works Association as treasurer and past president and is also a member of the Public Relations Committee of Massachusetts Water Works Association. In the early 1980’s to late 1990’s, John assisted the state with their Acid Rain Monitoring Program. An active member of the Easton Rod and Gun Club and the Bristol County League of Sportsmen, John always has an eye open to the woods and streams.  

  David Masciarelli  is the Supervisor of the Town of Sharon Water Department. He has worked for the Department since 1981 and has been the Supervisor since 1989. He is also a long time member of the Canoe River Aquifer Advisory Committee. Dave is active in the Plymouth County Water Works Association, past President and past education committee. He is presently a member of the New England Water Works Association education committee. He also active in his Church volunteering his time at Gillette Stadium, raising money for the church and watching a little football. Any free time you will find him on lake Cobbossee in Maine.  

  Kevin O'Donnell is one of the newest appointed members to the CRAAC. Kevin is currently employed by the Town Of Mansfield as the Water Treatment Foreman. He has worked for the Mansfield Water Department since 1998. He's currently a member of the American Water Works Association, The New England Water Works Association and the Plymouth County Water Works Association, the New England Water Works Association, and the Plymouth County Water Works Association.  

  Leo R. Potter is the Superintendent of Water and Sewer for the Town of Foxborough and has been a member of the Canoe River Aquifer Advisory Committee since October of 2000. He has been active with water supply and environmental issues and presently serves on the state Safe Drinking Water Act Assessment Advisory Committee. He has been involved in water and sewer projects for the last 40 years, has both a bachelor’s degree and a master’s degree in Civil Engineering. He is a licensed professional engineer in Massachusetts and New Jersey, a Diplomate of the American Academy of Environmental Engineers and a certified Grade 4 Water Distribution and Treatment Plant Operator in Massachusetts.  

  Joan Sozio is the Biology Department Laboratory Director at Stonehill College and a founding member of the Canoe River Aquifer Advisory Committee. She was instrumental in establishing the Town of Foxboro’s Household Hazardous Waste Day program and served on the town’s Growth Policy and Comprehensive Wastewater Management Committees. She also served 16 years as an elected Foxboro official on the Board of Water and Sewer Commissioners. During her tenor and chairmanship on the board, she played a key role in establishing the town’s Water Resources Protection District Bylaw and Groundwater Monitoring Program. She was also instrumental in revamping the water and sewer regulations, providing sewers to needed areas of town, and bringing about the development of a reuse wastewater system at the New England Patriots’ Gillette Stadium. She received a Special Achievement Award from the Massachusetts Water Works Association for her work in water supply.  

Rowe Jonathan Rowe was appointed to the CRAAC in 2011. A resident of Norton for 40 years Jon is a director of the Land Preservation Society of Norton and currently serves as treasurer. He is a retired engineer, having been with the former Foxboro Co. for 35 years. He has also served on Norton’s Finance and Recycling Committees as well as doing other volunteer work. Jon enjoys the outdoors and is committed to helping maintain open space for both environmental protection and people’s enjoyment.
